It is the 90-minute course the Florida Department of Highway Safety and Motor Vehicles (FLHSMV) approves for drivers cited for using a handheld wireless communications device in a school crossing, school zone or work zone under section 316.306, Florida Statutes. A first-time offender who elects and completes the course through the Clerk of Court has the points and the fine waived.
You are eligible if this is your first citation for handheld wireless device use in a school crossing, school zone or work zone, you elect the course with the Clerk of Court within 30 days of the citation, and you have never taken a WCD course before. The election is allowed once in your lifetime. For a later citation you may be eligible for the Basic Driver Improvement (BDI) course instead.
Contact the Clerk of Court in the county where the citation was issued within 30 days of receiving it and tell them you are electing the wireless communications device course. The Clerk records the election and sets the deadline for your certificate of completion.
The course costs $29.99, and you pay only after you pass. The course printout, your driving record and the audio read-along are included at no charge. A printed certificate mailed to you is optional and costs extra.
The course is 90 minutes, the length FLHSMV requires. You work at your own pace, log in and out as often as you like, and your progress is saved each time you leave.

The wireless communications device election can be used only once. A second citation is treated as a moving violation, and you may be able to elect the Basic Driver Improvement course with the Clerk instead to keep the points off your record.
